Ginny Kotzias, BA, BS, MPP, is a Health Policy Analyst at the RAND Corporation. Her primary research interest is public health program design, implementation, and outcomes, with a special focus on LTSS and HCBS programs. Ms. Kotzias previously worked for the State of Maryland in their Long Term Care and Home and Community-Based Services division, where she assisted with Maryland’s Medicaid Waiver merge and rebalancing initiatives under the Affordable Care Act.
